Public Trust and Passport Income

In the State of Georgia, Clerks of Superior Court are charged with recording, storing and providing access to judicial, real estate, and all other public documents in their respective counties. Clerks are also allowed to operate passport acceptance facilities in their counties and can exercise the option to submit all passport revenue to the County, reinvest the funds back in the Clerk’s Office or keep the revenue as personal income. It has been recently reported that clerks throughout the state are reaping hundreds of thousands of extra income annually as a result of this practice.

If elected your Cobb County Clerk of Superior Court, I will not accept passport fees as personal income under any circumstances. It is my belief that public servants are elected to serve the citizens, not enrich themselves. All passport income will be returned to the County treasury.

Property Fraud Protection

Property fraud is on a rapid rise in Georgia and most Clerks of Superior Court are neither prepared nor equipped with adequate technology to protect the integrity of homeowners’ deeds and other proofs of land ownership. In Georgia, only a handful of counties operate an in-house Property Fraud Detection System.

Cobb County’s Current Clerk of Superior Court has opted to utilize FANS (File Activity Notification System), which is the property fraud software system offered by state clerk’s association. Unfortunately, FANS offers limited protection for property fraud and incidents of fraud are detected after the fraudulent document has been recorded. As the state’s premier county, Cobb is in need of a state of the art property fraud detection system and extensive employee training to ensure that Cobb homeowners’ property information is protected from the intent of bad actors before it is recorded.

The Cobb County Clerk of Superior Court has experienced incidents of property fraud, which could have easily been avoided with proper employee onboarding and training.

Property Tax Relief

Clerks of Superior Court are charged with facilitating access to property tax relief by supervising the county’s Board of Equalization, which mediates property tax disputes between homeowners and the Cobb County Tax Assessor’s office. Many property owners have found the BOE process to be a useful tool to combat unfair property tax assessments. By participating in the BOE process, many homeowners can have their assessments reduced or in some cases frozen for two years.

If elected your Cobb County Clerk of Superior Court, I will collaborate with the Tax Assessors office to bring awareness of the BOE process and encourage more homeowners to participate in the tax assessment mediation process. I will also leverage technology to make the entire process more accessible and easy to navigate from the initial hearing request to the subsequent adjudication of each property tax relief case.

Employees will be retrained to ensure that they are providing homeowners will all the pertinent information required about the BOE process while serving the public in the most impartial manner possible.
